Before crawling
Respect your crawler access, robots and site policy before retrieval. A rights report is not a robots.txt validator, permission grant or access-control bypass.
The existing free XML inspection path accepts a legacy crawl purpose, but it inspects supplied XML only; it does not fetch the URL and cannot establish usage rights.
Before ingestion
Once your crawler has a legitimately selected supported source, choose the actual paid purpose: ai-input, ai-index, ai-train or search.
Check live coverage → prepare one bounded quote → inspect availability/preview → verify the signed offer → obtain buyer-controlled payment authorization → persist the encrypted checkpoint → redeem and verify report, receipt and delivery binding. After ambiguity, resume the same checkpoint; never sign a replacement payment blindly.
Hold uncertain sources
UNKNOWN, missing declarations, unsupported origins and LICENSE_REQUIRED do not authorize use. A report records observed RSL declarations; it is not a license or legal clearance.
