Start in Observe mode
Extract the selected source URL and explicit intended purpose from the gateway context. Resolve evidence in parallel with the existing tool call and write the resolution to the gateway audit stream.
Do not make AcqPath the first enforcement point. Prove the evidence gap in 100 events, then move to Advise or partner-owned Enforce if useful.
Policy handoff
When the partner is ready, serialize the same resolution into an attested policy input. The existing policy engine decides allow, deny, warn or review.
